高新技术企业研发人员的考核困局与变革

摘要 研发人员是高新技术企业发展的重要推动力量,其群体特征表现为高学历、高成就期望、高人力资本存量及高稀缺性,工作特征表现为复杂性、连续性、多样性和创新性。方法选取不适宜、指标设计不合理、标准设置不准确、数据难收集、结果满意度不高及考核沟通机制不畅是高新技术企业研发人员绩效考核的主要问题。与传统方法相比,"赋分制"考核具有环境适应性高、易于激发研发人员潜能等优势。高新技术企业需要从提取基于价值的赋分指标、设置合理有效的赋分标准、建立动态的分值赋予机制及多元化应用绩效分值等方面构建推行"赋分制"考核的措施。 R&D Personnel are an important driving force for the development of high-tech enterprises.Their group characteristics are high educational background,high achievement expectation,high stock of human capital and high scarcity.Their work characteristics are complexity,continuity,diversity and innovation.The main problems faced by high-tech enterprises on the assessment of R&D personnel are inappropriate selection of methods,unreasonable design of indicators,inaccurate standard setting,difficult data collection,low satisfaction with results and poor communication mechanism.Compared with the traditional method,the"scoring system"assessment has the advantages of high environmental adaptability and high stimulation of R&D personnel potentials,etc.High-tech enterprises need to construct measures to implement the"scoring system"assessment from the aspects of extracting assignment points indicators based on value,setting reasonable and effective assignment points standards,establishing dynamic assignment points mechanism and diversified application performance score and so on.
