“双一流”建设背景下我国教育主权让渡与高校国际化能力提升探究 被引量:3

摘要 "一流的国际化能力"是纵深推进"双一流"建设的核心支撑,各高校将进一步加强对国际一流教育教学资源的引进,促进人员的跨境双向流动,持续提升国际化能力。在我国高等教育对外开放程度不断扩大的同时,教育主权让渡的情况也将不断增多。于此,我国应加快构建相关法律法规体系,完善制度环境,强化对高校开展国际化工作的引导与规范,确立教育主权维护的基础性支撑。高校作为维护教育主权的主体机构,在不断提升国际化能力的同时,应进一步塑造教育主权安全观,建构教育主权维护理论体系,切实将教育主权维护作为开展一切国际化工作的前提。 The well-developed internationalization capability is the core support for the"Double First-rate"construction.For this end,universities will vigorously introduce excellent education and teaching resources,promote the bidirectional flow of faculty members,continue to improve internationalization capabilities.With the opening of higher education to the outside world expanding,the transfer of educational sovereignty will also increase.Therefore,China should accelerate the construction of relevant laws and regulations,improve the institutional environment,strengthen the guidance and norms for the internationalization work of universities,and establish the basic support for the maintenance of educational sovereignty.As the main body of safeguarding education sovereignty,colleges and universities should constantly improving the internationalization ability,further shape the concept of educational sovereignty security,construct the theoretical system of educational sovereignty maintenance,and take educational sovereignty maintenance as the guiding premise of all internationalization work.
