摘要
基于物有所值评价,对中部六省保障房PPP项目从信息公开度、落地率、回报机制和VFM评价等多角度展开分析,探讨各省保障房PPP项目之间存在的个体差异和共性。结合分析中发现的问题,针对保障房PPP项目的特点,分别从综合政策体系、风险管理机制、VFM评价标准、全生命周期评价等方面提出改进项目建设的建议。
Based on VFM evaluation,the article analyzes the PPP projects of affordable housing in the six central provinces from multiple perspectives,such as information disclosure,landing rate,return mechanism,and VFM evaluation,and explores the individual differences and commonalities between PPP projects of affordable housing in each province.According to the problems found in the analysis,according to the characteristics of social housing PPP projects,suggestions for improving the project construction are made from the comprehensive policy system,risk management mechanism,VFM evaluation standards,and full life cycle assessment.
