摘要
产业升级是高质量发展阶段下实现经济可持续发展的重要方式,而环境规制是解决我国环境污染问题所采取的必要措施,环境规制如何影响我国产业升级是一个值得研究的问题。基于我国30个省份2002-2015年的面板数据,对环境规制与产业升级的关系进行理论分析及实证检验。结果表明,我国实施的环境规制政策能够促进产业升级,但这种促进作用在我国东中西部地区之间存在一定差异性,其中东部地区的环境规制对产业升级的促进作用最为明显。因此,实施环境规制要充分考虑不同地区的现实经济状况,有差异地采取具体的环境规制政策,以达到预期的政策效果。
Industrial upgrading is an important way to achieve sustainable economic development at the stage of highquality development.Environmental regulation is a necessary measure to solve the problem of environmental pollution in China.How environmental regulation affects China’s industrial upgrading is a question worth studying.This paper makes a theoretical analysis and an empirical study of the relationship between environmental regulation and industrial upgrading based on China’s 30 provinces’panel data during the period of 2002-2015.The results show that China’s environmental regulation can promote industrial upgrading,but the effects of environmental regulation on industrial upgrading are quite different in the eastern,middle and western regions in China,and the effects of environmental regulation on industrial upgrading are most obvious in the eastern region.Therefore,it’s necessary to fully consider the actual economic conditions in different regions and adopt specific policies to achieve the expected effects in the implementation of environmental regulation.
