环境影响评价与排污许可制度衔接研究

现阶段人们在生产和生活中对环境的破坏程度逐渐增大,我国对环保相关工作的重视度也越来越高。尤其是针对工厂的生产以及项目进行过程中,我国环保部门已经制定了环境影响评价制度以及排污许可证制度,以此来约束工厂的生产对环境造成的破坏。有效地将环境影响评价与排污许可证制度进行衔接,可以保证我国的环境保护工作能够取得更好的成果。本文通过分析环境影响评价与排污许可证制度实行中存在的问题,探究如何更好的将两者进行衔接。

At the current stage,people’s environmental damage in production and life is gradually increasing,and China’s attention to environmental protectionrelated work is also increasing.Especially for the production of factories and the progress of projects,China’s environmental protection department has formulated an environmental impact assessment system and a pollutant discharge permit system to restrict the damage caused by the factory’s production to the environment.The continuity of the permit system can ensure that China’s environmental protection work can achieve better results.This article analyzes the problems existing in the implementation of environmental impact assessment and sewage permit system,and explores how to better connect the two.
