近年来因突发性大气污染产生的环境问题日益严重,给社会经济和人民的生命财产安全带来重大的损失。大气污染事件大多由于化学品或有毒有害物质散逸到大气中所导致,如何加强环境风险评估工作,控制潜在的事故风险源,并以此为基础合理分配人力物力资源,具有极其重要的现实意义。

In recent years,environmental problems caused by sudden air pollution have increased,causing major losses to the social economy and people’s lives and property.Most of the air pollution incidents are caused by the release of chemicals or toxic and hazardous substances into the atmosphere.How to strengthen environmental risk assessment,control potential sources of accident risks,and rationally allocate human and material resources on this basis is of great practical significance.
