Combination of Military Affairs and Political Work: A New Exploration of CHEN Qiu’s Military Thought

陈虬在军队建设方面创造性地提出了集政工、指挥、参谋三大机构为一体的指挥部建设构思、将军事与人事紧密结合实现全民抗敌的构想,以及将政治工作视为军事工作的基础和依托的思想。从具体内容上看,这些思想虽不能代表当时最进步的思潮,却能反映当时主流思潮的发展水平。陈虬在军队专门设置政工干部、加强军队政治教育、强化政治动员以实现全民团结抗敌等理念,更是具有超时代的意义。

In terms of army building,CHEN Qiu creatively put forward the construction idea of the headquarters integrating the political,commanding and staff agencies.Besides,he proposed the conception of combining military affairs and personnel closely to realize national resistance to the enemy,and the idea of taking political work as the basis and support of military work.From the perspective of the specific contents,these thoughts could reflect the development level of the mainstream trend of thought although they could not represent the most advanced ideas at that time.CHEN Qiu put forward the idea of setting up political work cadres,strengthening political education of the army,and enhancing the political mobilization of all social strata to realize the unity of the whole people against the enemy and so on,which is of more significance than the times.
