柔性力量:社区教育嵌入社会组织能力发展的实证研究

Flexible Power:An Empirical Study on the Community Education Embedded in Social Organization Ability Development

社区教育为草根社会组织能力提升开辟了一条自下而上、由内而外的路径。在社区教育组织化功能和社会化功能的“柔性力量”作用下,社区草根社会组织能力在组织治理结构、制度规范、资源整合与运用、专业服务供给、成员能力以及组织信任等方面实现有效提升,成长为社区治理的实质性力量。社区教育促进社区草根社会组织能力提升的独特优势通过其微观操作机制表现出来:通过草根社会组织初始制度供给以及组织主体基础的塑造,“孵化”培育组织;联合多种力量构建草根社会组织发展资源支持网络;提高草根社会组织中个体的参与能力和社会效能感;凝聚社区共同体精神,积累草根社会组织发展的社会资本。

The study finds that community education opens up a bottom-up,inside-out path for grassroots social organization to improve its capabilities.Under the influence of the organizational and social functions of community education,which we see it as a flexible power,the capabilities of community grassroots social organization are effectively upgraded in terms of organizational governance structure,institutional norms,resource integration and application,professional service provision,member’s competence and organizational trust.So,the grassroots social organization becomes the substantive strength of community governance.The capacities of community grassroots social organization are manifested through four micro-operational mechanism.
