构建基本养老保险基金运营绩效评价指标体系研究

Research on Establishing the Performance Evaluation Index System of Basic Endowment in Surance Funds

对我国基本养老保险基金的投资运营模式进行梳理,分析现阶段基金运营面临的问题及困境。从基金运营的收益性、安全性、保障性和可持续性出发,构建基本养老保险基金运营绩效评价指标体系,并采用专家赋值法对指标权重进行了分配。指出,要提高基本养老保险基金运营绩效,需要运用"互联网+"技术构建智慧性基金运营平台,并改革社保基金理事会行政管理体制,建立外部评审机制,同时逐步提高基本养老保险统筹层次以及充实基金来源。

Sort out the investment operation mode of China’s basic endowment insurance fund, analyze the problems and dilemmas faced by fund operation at this stage, and construct the basic endowment insurance from the profitability, safety, security and sustainability of fund operation. The fund operation performance evaluation index system, and the expert weight method is used to distribute the index weights. Finally, it is pointed out that to improve the performance of the basic endowment insurance fund, it is also necessary to use the "Internet +" technology to build a smart fund operation platform, and to reform the social security fund council’s administrative management system to establish an external review mechanism, while gradually improving the basic pension insurance co-ordination level and enrichment source of funds.
