南通现代农业产业园区的管理升级

On Management Upgrade of Modern Agricultural Park in Nantong City

现代农业产业园区是乡村产业振兴的"牛鼻子"。南通现代农业产业园区以规划为起点,确立主导产业;以农业项目为主体,推动多元投资;以产业服务体系建设为重点,延展园区功能;以土地流转为抓手,探索创新园区经营模式。这些管理措施推进了园区的发展,但园区管理还存在高层管理者缺位,基层管理人员力不从心、管理与建设主体错位、政府主体未及时退出等不足。为推进南通现代农业产业园区提档升级,应进一步完善园区经营管理机制,加强园区建设监测评价和考核管理,准确定位政府角色,构建招才引智机制并推进园区产业的融合发展。

Modern agricultural park is the crucial part of rural industry vitalization. In Nantong modern agricultural park,dominant industry was established with careful planning;diversified investments were promoted with agricultural projects taking the dominant position;the functions of the park were extended by focusing on the construction of industry service system;the business mode of the park was explored and innovated by taking land transferring as the leverage. Although the park has been greatly developed as the result of above measures, problems are found in vacancies of senior management, inability of grass-roots management,dislocation of management and construction, and government’s failure to withdraw. In order to push forward the upgrade of Nantong modern agricultural park,it is vital to further improve operation and management mechanism,strengthen performance assessment as well as monitoring and evaluation, accurately position the role of the government,construct the mechanism of attracting talents and wisdom,and promote the integrated development of the park.
