大数据环境下中韩网络安全合作面临的挑战与路径

Challenges and Path of Sino-Korean Cooperation in Cyber Security under the Big Data Environment

大数据是世界互联网发展的新动能,它在国际社会发展中作用越来越重要。但是,大数据的不当应用也会带来一定的风险。基于大数据环境下网络安全的整体性、动态性、开放性、流动性和威胁性的特点,中韩在网络安全领域具有广泛的利益空间,两国迫切需要加强沟通与合作。目前,两国在网络安全领域互动有限,在网络空间战略、合作机制和网络技术合作等方面缺少务实精神。因此,中韩双方应以“树立网络安全命运共同体意识为基础,建立网络安全新机制为要务,提升非传统安全理念为共识,实现半岛和平及经济发展为目标”作为今后合作发展的路径,积极推动两国的网络安全务实合作,致力于中韩关系的行稳致远。

Big data,a new momentum in the development of Internet,is playing an increasingly important role in the development of the international community.Due to its importance,the improper application of big data could bring certain risks.Based on the characteristics of integrity,dynamic,openness,mobility and threat of cyber security in big data environment,as well as the extensive common interests shared by China and South Korea,the two countries urgently need to strengthen communication and cooperation in the field of cyber security.At present,both countries have limited interactions in this area,as well as many challenges in cooperation mechanism and cyber technology cooperation.Therefore,it is imperative to strengthen the cooperation in the field of public diplomacy.Both China and South Korea should build the future development path of cooperation by taking“the consciousness of set up a community of shared future for cyber security as the basis,establishing a new mechanism for cyber security as the top priority,promoting non-traditional security concepts as the consensus,and achieving peace and economic development on the Korean peninsula as the goal.”They should actively promote practical cooperation in cyber security and maintain a sustainable growth of China and South Korea relations.
