Influencing Factors Analysis and Empirical Study on Price Reduction due to Medical Consumables Group Procurement

目的:研究医用耗材带量采购中对中选产品价格影响巨大的因素,为未来优化采购规则提供决策参考。方法:运用统计学方法对降价因素进行多元线性回归分析。结果:发现医院数量、带量比例、厂家数量、淘汰率、国产比例、高值对提高价格降幅具有正向作用,其中医院数量和国产比例具有显著性影响;分组对提高价格降幅具有负向作用,但不显著;国产比例在所有影响因素中对提高价格降幅起到最大作用。结论:耗材带量采购复杂性大于药品;初步形成了省级做高值专科耗材,地市做低值通科耗材的格局;建议市场份额、价格降幅、价格绝对值各占1/3权重,根据产品综合得分决定中选与否。

Objective: In order to provide decision-making reference for optimizing the purchase rules in the future, the factors that have a great influence on the price of the selected products in the group purchase of medical consumables are studied. Methods: Statistical method was used to analyze the factors of price reduction. Results: It was found that the number of hospitals, the proportion of carrying capacity, the number of manufacturers, the elimination rate, the proportion of domestic products, and the high value had a positive effect on the increase of price reduction, among which the number of hospitals and the proportion of domestic products had a significant impact. Grouping has a negative effect on increasing price decline, but it is not significant. The proportion of domestic products plays the largest role in raising the price drop among all the influencing factors. Conclusion: The complexity of medical consumables group procurement is greater than that of drugs. It has initially formed the pattern of making high value specialized consumables at the provincial level and low value general consumables at the local and municipal levels. It is suggested that the market share, price reduction and absolute price account for 1/3 of the weight respectively, and the selection shall be determined according to the comprehensive product score.
