从党内组织措施看缅甸民盟2020年大选的准备工作

The Preparation for 2020 General Election of NLD: from an Angle of Organizational Measures within the Party

缅甸全国民主联盟是缅甸的执政党,正确分析其组织内部的运作情况,可以借此研判缅甸政治形势的基本走向,也可以从政党的组织措施视角,对民盟大选的准备工作进行观察。1988年9月缅甸民盟成立后,党组织内部历经调整,并最终在当前的党内组织架构模式下得以稳定下来。2018年6月缅甸全国民主联盟第二届全国代表大会召开以来,该党以2020年大选获胜为组织目标,先后采取了“召开全国代表大会、完成中央领导人事调整、完善组织机构、强化人员培训和经费保障、严肃党纪维护团结”五个方面的组织措施。缅甸民盟为了2020年大选的获胜而采取的一系列组织措施,动因主要是加强党组织的目标统一性和党内政策执行的效率性。我们观察民盟的备选工作,应重点关注其组织建设、骨干培养、“央地”协同、党际沟通、经费保障等五个方面的内容。通过观察2020年大选期间民盟的备选组织措施,可以基本掌握该党组织建设的发展和政策走向,理解缅甸国内政局的变化逻辑。

The accurate assessment and judgement of internal operations of the National League for Democracy(NLD),which is the ruling party in Myanmar,have important reference value for grasping the trend of political development in the country,and promoting the“Belt and Road Initiative”in Myanmar and the construction of the Sino-Myanmar Economic Corridor.After the establishment in September 1988,the Party's organization has undergone adjustments and eventually stabilized under the current intra-party organizational structure.Since the 2nd National Congress in June 2018,the party has the organizational goal to win the 2020 general election,and implemented organizational measures including convening a national congress,completing the adjustment of the central leadership,improving the organization,strengthening personnel training and financial supply,as well as enhancing strict disciplines and unity.Through the analysis of the five levels of in-depth mobilization,organization strengthening,bench-marking opponents,precise policy,and public opinion shaping,it can be found that,NLD has implemented the organizational measures to win 2020 general election with the motivations to enhance the uniformity of purposes,and improve the efficiency to carry out internal policies.In the future,the observation on the preparation of NLD will be focused on organization construction,talent cultivation,central-local coordination,inter-party communication and fund guarantee.Through analysis of organizational measures for 2020 General Election,the research target to grasp development and policy trend of NLD,and understand the change rules of domestic political situation of Myanmar have been achieved.
