专家参与地方人大立法制度的反思与完善

Reflections on Experts'Participation in the Legislative System of Local People's Congress and Its Improvement

专家参与地方人大殳法制度中存在政府部门起草地方殳法过多地考虑部门利益以及管理方便、专家保障机制不足及责任追究制度的缺失等诸多问题,通过限制来自政府部门的专家参与咨询论证,制定出台专家保障措施和遴选规范,明确专家失范行为的责任追究制度等来推进地方人大立法制度的健全。

There exist many problems in the experts'participation in the legislative system of local people's congresses,such as excessive consideration of departmental interests and convenience of management,inadequate expert protection mechanism and lack of accountability system in government departments'drafting local legislation.This paper comes up with some ideas on promoting the improvement of the legislative system of local people's congresses,including limiting the participation of experts from government departments in consultation and demonstration,formulating and promulgating expert safeguards and selection norms,and clarifying the accountability system for expert misconduct,etc.
