动力和能力双重视角下地方政府PPP参与差异性研究

Research on the Difference of PPP Participation of Local Governments from the Dual Perspectives of Motivation and Capacity

基于2014-2017年中国省级面板数据,分别研究政府动力和政府能力对地方政府参与PPP的影响及其区域差异,构建地方政府PPP参与度的动力-能力矩阵,分析区域差异形成的原因。结果显示:动力和能力均对地方政府PPP参与度有着显著影响,在全国层面上,能力比动力对地方政府PPP参与度影响更大;动力和能力的影响存在区域差异性。基于上述结论,提出相应对策建议。

Based on the provincial panel data of China from 2014 to 2017,the paper studies the impact of government motivation and government capacity on local government participation in PPP and its regional differences respectively,constructs the motivation-capacity matrix of local government PPP participation,and analyzes the reasons for the formation of regional differences.The results show that:both government motivation and government capacity have significant influence on PPP participation of local government.At the national level,the government capacity has a greater impact on local government PPP participation than motivation.And then there are regional differences in the impact of government motivation and government capacity.Based on these results,puts forward the corresponding countermeasures and suggestions.
