中国减贫理论新发展对马克思主义反贫困理论的原创性贡献及其历史世界意义

The New Developments in the Theory of Poverty Reduction Contribution to the Anti-Poverty Theory of Marxism and Its World Historical Significance

新中国成立以来,中国扶贫成就举世瞩目。党的十八大以来,习近平高度重视我国脱贫攻坚工作,坚持把脱贫攻坚工作摆到了治国理政的突出位置,提出了众多新思想和新观点,做出了众多新决策和新部署,形成了逻辑严密、内涵丰富的习近平扶贫论述,既为新时代打赢打好脱贫攻坚战提供了理论指引,也为世界反贫困事业贡献了宝贵的中国智慧和中国方案。本文在梳理马克思主义经典作家关于反贫困理论观点的基础上,阐述了习近平扶贫论述对马克思主义反贫困理论的原创性贡献,从直接减贫效果、间接减贫影响、重大溢出效应方面分析了习近平扶贫论述的历史意义;从坚定全球减贫信心、回应发展中国家贫困问题等方面分析了习近平扶贫论述的世界意义。习近平扶贫论述为解决贫困治理的世界难题提供了中国方案,有力推动了国际反贫困理论的丰富发展。

China has achieved remarkable results in poverty alleviation which attracted worldwide attention since the founding of new China. Since the 18 th National Congress of the Communist Party of China, Xi Jinping has attached great importance to the work of poverty alleviation and development. He has put the work of poverty alleviation and development in a prominent position in the administration of state affairs, and put forward many new ideas and opinions, and made many new decisions and arrangements, which formed a logical and rich thought on poverty alleviation. Xi Jinping’s thought on poverty alleviation not only provides theoretical guidance for winning the war of poverty alleviation in the new era, but also makes contributions to the world’s anti-poverty by providing Chinese wisdom and Chinese programs. Based on the analysis of the classic Marxist writers’ viewpoints on anti-poverty theory, this paper expounds Xi Jinping’s original contribution to the anti-poverty theory of Marxism, and analyzes the historical significance of Xi Jinping’s thought on poverty alleviation from the aspects of direct poverty reduction effect, indirect poverty reduction effect and major spillover effect;and the world historical significance from the perspective of strengthening confidence in global poverty reduction and responding to poverty problems in developing countries. Xi Jinping’s thought on poverty alleviation has provided China’s solutions to the world’s problems in poverty governance and vigorously promoted the rich development of international anti-poverty theory.
