治理现代化视角下新时代中国绿色减贫思想研究

Research on China’s Thought of Green Poverty Reduction in the New Era from the Perspective of Governance Modernization

习近平绿色减贫重要论述蕴含着丰富的贫困治理和环境治理现代化思想,是中国扶贫脱贫的重要遵循和方向指引。本文基于治理现代化视角,从"两山论""生命共同体"理念和"人类命运共同体"构想阐释了习近平绿色减贫重要论述的形成脉络;从绿色减贫的科学内涵出发,论述了其人民性、科学性、继承性、创新性和实践性等鲜明品格。习近平绿色减贫重要论述有效推动贫困治理的现代化,促进了贫困治理的制度化、科学化和治理手段的多样化,是中国未来治理相对贫困、实现乡村振兴和可持续发展的行动纲领,并为全球减贫和发展提供了绿色方案。

Xi Jinping’s important treatise on green poverty reduction contains rich thoughts on the modernization of poverty governance and environmental governance, which is an important follow-up and direction guide for poverty alleviation in China. Based on the perspective of governance modernization, this paper expounds the formation of Xi Jinping’s important treatise on green poverty reduction from the perspective of "two mountains theory ", "life community" concept and "community of Shared future for mankind" conceive. From the scientific connotation of green poverty reduction, this paper discusses its distinctive characters of people, science, inheritance, innovation and practice. Xi Jinping’s important treatise on green poverty reduction effectively promotes the modernization of poverty governance, and promotes the institutionalization, scientization and diversification of poverty governance means. It is an action program for China’s future governance of relative poverty, rural revitalization and sustainable development, and provides a green plan for global poverty reduction and development.
