城市环境卫生专项规划编制思路创新——以宿迁市为例

Innovation in the Compilation Thought of Special Urban Environmental Sanitation Planning——A Case of Suqian

本文以宿迁市城市环境卫生专项规划为例,改变了以往传统的环卫专项规划工作模式。通过实地调查、构建指标模型,从实证研究入手,充分利用积累的大量资料。从构建全覆盖体系、深化研究重点、打造精致城市、突出规划引领作用四个方面,探索了规划编制新思路,并详细进行阐述,保证了规划的指导性和可操作性,推动了宿迁市环卫事业高质量发展和环卫设施的规范化运行。

Taking Suqian’s special urban environmental sanitation planning as an example,this paper changes the traditional work mode of environmental sanitation planning,constructs the indicator model through field investigation,makes full use of the accumulated data from empirical research,and explores the new compilation thought of the planning from four aspects:building a full coverage system,deepening the research focus,building a refined city and highlighting the leading role of planning ideas,and finally elaborates in detail,so as to ensure the guidance and operability of the planning,and to promote the high-quality development of Suqian sanitation and standardized operation of sanitation facilities.
