借鉴港粤地区成功的清洁生产区域间协作案例与思路,探索产业疏解新方式,通过建立京津冀地区清洁生产伙伴关系,以技术、服务和资金支持等形式,帮助在京企业实现顺利“转移”,使外迁生产工厂符合首都清洁生产标准,继续为北京经济做出贡献的同时,优化营商环境,扩大首都总部经济辐射作用,促进京津冀产业协同发展、污染联防联控水平整体提升。
