摘要
英国开放教育资源项目(UKOER)经过试点取得了许多有益的经验,对开放教育资源的可持续发展具有借鉴作用。实践中,首先应该更新和改进机构的政策,将其纳入机构发展战略中,为开放教育资源的发展提供良好的文化环境;同时要将机构的学术成果纳入开放教育资源中,打破开放教育资源和学术之间的壁垒。其次,应该重视学习者的作用,不断提高资源的质量,以激发学习者对资源生产和共享的积极性。最后,应该不断完善开放教育资源的质量保障体系,如拓展资金来源渠道,建立知识产权支持小组和网上学习平台建设的技术咨询委员会。通过对开放教育资源的创造、使用和共享,构建可持续性发展的开放教育资源生态模式,重塑学习环境,促进教育体系的开放性。
The UK Open Education Resources Project(UKOER)has gained a lot of experience through the pilot programs,which can be used for reference to the sustainable development of open education resources(OERs).In practice,first of all,we should update and improve the policies of the Higher Education Institutions(HEIs)and integrate them into the development strategy of the HEIs,so as to provide a good culural environment for the development of OERs.At the same time,the academic achievements of the HEIs should be included in the OERs and the barrier between OERs and academic research should be broken.Second,we should attach importance to the role of the leamers,and constantly improve the quality of resources,so as to stimulate leamers'ini-tiatives in terms of producing and sharing of the resources.Finally,we should constantly improve the quality assurance system of OERs,such as expanding the channels of funding sources,and establishing the support group of intellctual property and the tech-nical advisory committee for the e-platform construction.Through the creating,using and sharing of OERs,the ecological model of OERs for the sustainable development should be constructed to reshape the learning environment and promote the openness of the education system.
