论国家情报工作的运行机理——基于《中华人民共和国国家情报法》词频统计与分析

On the Operation Mechanism of National Intelligence Work Statistics and Analysis of Word Frequency Based on "National Intelligence Law of the People’s Republic of China"

[目的/意义]法律文本中的国家情报工作运行机理是一个值得研究的情报学命题,将词频统计法作用于现行立法文本,从而实现国家情报工作研究的新方法输入,对于新时代中国情报学学科范式演进具有推动作用。[方法/过程]《中华人民共和国国家情报法》是我国情报法律体系中的重要组成部分,运用词频统计分析法对该部法律文本进行主题分布研究,并借助社会网络分析软件刻画目标词和各项条文之间的亲密度,有助于挖掘文本背后所藏有的国家情报工作知识信息。[结果/结论]通过定量与定性相结合的研究方法解读《中华人民共和国国家情报法》,可以发现,国家情报工作运行机理具体包括:工作宗旨层面上的民本性与民族性、机构职权层面上的合比例性、组织保障层面上的全面性、法律责任则层面上的责权一体性。

[Purpose/Significance]The operational mechanism of national intelligence work in legal texts is a probabilistic proposition that is worth studying.The word frequency statistics method is applied to the current legislative texts,thus realizing the input of new methods for national intelligence work research,and then promote the evolution of intelligence science discipline paradigm in China.[Method/Process]The"National Intelligence Law of the People's Republic of China"is an important part of China's intelligence and legal system.It uses the word frequency statistical analysis method to conduct research on the subject distribution of the legal texts,and uses social network analysis software to portray the intimacy between target words and various provisions.It helps to mine the knowledge information hidden behind the text.[Result/Conclusion]Through the interpretation of the"National Intelligence Law of the People's Republic of China"by the combination of quantitative and qualitative research method,it can be found that the operational mechanism of national intelligence work specifically includes:people's nature and nationality at the level of work objectives,the proportionality of institutional powers,the comprehensiveness at the level of organizational guarantee,consistency of powers and responsibilities at the level of Legal responsibility.
