论黑恶势力犯罪侦防多方协作机制的构建 被引量:2

摘要 黑恶势力犯罪严重地破坏着我国的社会秩序和经济发展,对人民群众的生命和财产安全构成严重威胁。由于对流动人口的管理不到位,以及政府的社会控制能力的不足,这在客观上增加了侦破黑恶势力犯罪案件的难度。在经济高速发展的多元化社会,黑恶势力存在组织体系严密、控制区域较为固定,向新兴领域蔓延,软暴力手段突出,以及存在"保护伞"等特点。打击黑恶势力犯罪需要重视专项斗争的政治效果、实际效果和法律效果;需要提升办案队伍的办案能力;需要以情报为支撑,强化合成作战机制;需要提升智慧警务能力;需要加大审讯力度。只有群策群力、齐抓共管、打防并举、综合治理,才能从源头解决黑恶犯罪问题。 Underworld forces crimes seriously undermine China’s social order and economic development,posing a serious threat to the lives and property safety of the people.Due to the inadequate management of the floating population and the insufficient social control ability of the government,this has objectively increased the difficulty in detecting criminal cases of underworld forces.In a pluralistic society with high-speed economic development,the underworld forces have tight organizational systems,fixed control areas,spread to emerging areas,prominent methods of soft violence,and the existence of"protective umbrellas".Fighting the crimes of underworld forces needs to pay attention to the political,practical and legal effects of special struggles;it is necessary to improve the case-handling capabilities of the case-handling teams;it is necessary to use intelligence as a support to strengthen the integrated combat mechanism;it is necessary to improve the intelligence police capabilities;.Only through concerted efforts,joint management,simultaneous defense and comprehensive management can the problem of underworld crime be solved from the source.
