Innovation-driven and Endogenous Development Road to the Rural Revitalization

在发展动力来源和乡村内生能力强弱的框架中,探索乡村兴衰的发生机制和高质量乡村振兴的实现路径。研究发现,创新驱动发展,做对激励,改革要素市场,建立包容性制度,增强内生能力,有效地推动了乡村由衰而兴;继续运用高投入低产出的发展方式汲取乡村资源,造成要素边际生产率的递减和乡村内生能力的弱化,加速了乡村衰退。为此,推进乡村振兴需要秉持创新驱动、质量优先的原则,推进多领域协同改革,构建包容性制度,增强乡村内生能力,持续提升全要素生产率。

The key to high-quality rural revitalization is the shift from factor-driven exogenous development to innovation-driven endogenous development. In the framework of developing power sources and rural endogenous capacity, this paper explores the mechanism of rural rise and fall and the path of high-quality rural vitalization. It is concluded that the revitalization of a village can be achieved through the following practices: innovation-driven development, the realization of incents, reforming the market of production factors, building inclusive institutions, and enhancing endogenous capacity. However, a village could decline because of high-input and low-output development methods to capture rural resources, the decrease in total factor productivity growth and the weakening of rural endogenous capacity. In the future, it needs to adhere to the principles of innovation-driven, quality-priority, and promote cross-disciplinary collaborative reform,build inclusive institutions, and enhance rural endogenous capacity.
