On the Construction of a Community with a Shared Future for Mankind

本文首先分析了人类命运共同体构建的现实基础。这一理念的提出,不仅是对全球性问题日益严峻的回应,也是对崛起的中国如何处理与国际体系关系的回应。论文进而分析了人类命运共同体的历史阶段定位,以及构建人类命运共同体的基本原则和主要依据,最后初步设想了在全球、区域和双边层次建设人类命运共同体的具体路径。论文认为,人类命运共同体的建设必须遵循平等互利、合作共赢的基本原则,依据不同范围的复杂性,采取不同的秩序目标和合作形式,不急于追求高水平的一体化和制度化,而是着眼于建设具有高水平互信和相互认同的国家间共同体。

The article begins with an analysis of the realistic basis for the construction of a community with a shared future for mankind.China has put forward such an idea not only to react to global issues which are increasingly grim but also respond to questions on how to manage the relationship with the existing international system.The article then analyzes the historic stage of a community with a shared future for mankind,as well as prime principles and conditions to build the community.In the end,the article proposes preliminary conception on specific paths to build a community with a shared future for mankind at global,regional and bilateral levels.The article argues that the construction of the community should act in the principles of equality,mutual benefit,and win-win cooperation.According to the complexity of different scopes and levels,the community construction should adopt different designs of order objectives and cooperation patterns to promote high-level mutual trust and mutual identity rather than haste to go for high-level integration and institutionalization.
