中俄两国地缘优势明显,经济和资源互补性强,合作潜力巨大。目前,东北亚整体局势呈现稳定向好态势,域内互为邻国的中俄两国关系已提升为中俄新时代全面战略协作伙伴关系,中俄两国关系正处在历史最好时期。黑龙江省应借此契机及地处东北亚中心地带的优势区位,加快推进对俄能源合作,进一步在能源资源加工比重、节能领域合作、企业新项目拓展、各级智库交流、展会平台开展等方面加大力度,推动对俄能源产业高质量发展,全力筑牢国家能源安全保障。
