地方政府支出责任划分与基本公共服务发展水平——来自上海的经验证据

Local Government Expenditure Responsibility Division and Basic Public Service Development Level:Empirical Evidence from Shanghai

文章构建政府间支出责任划分与基本公共服务发展水平的理论框架,采用固定效应面板模型来考量2007-2017年上海市与区的总体性和结构性支出责任划分对提升基本公共服务发展水平的效果。研究表明:总体性的市与区支出责任分工趋于合理,能够促进基本公共服务有效供给;结构性表现为社会性支出责任划分对基本公共服务发展水平的正向效应最强,维持性和经济性支出责任划分的影响效应次之。据此提出优化上海市与区的支出责任划分、提高基本公共服务发展水平的政策建议。

This paper constructs the theoretical framework of the division of intergovernmental expenditure responsibility and the development level of basic public services,and uses the fixed-effect panel model to consider the effect of the division of overall and structural expenditure responsibility between cities and the districts in Shanghai in 2007-2017 on improving the development level of basic public services.The research shows that the overall division of expenditure responsibility between cities and districts tends to be reasonable,which can promote the effective supply of basic public services.Research shows that the division of social expenditure responsibility has the strongest positive effect on the development level of basic public services,followed by the effect of sustainability and economic expenditure responsibility.Based on this,the paper puts forward some policy suggestions to optimize the division of expenditure responsibility between Shanghai and the districts and to improve the development level of basic public services.
