高校“双带头人”教师党支部书记选配来源和选配标准研究

基层教师党支部建设是高校党建工作的重要组成部分,高校“双带头人”教师党支部书记培育工程是建设学习型、服务型、创新型马克思主义政党的重要环节。基于问卷调查与座谈走访相结合的方式,调查和研究了当前高校教师党支部基本特征及教师党支部书记队伍组成特征,分析了高校“双带头人”教师党支部书记的选配来源和选配标准。结果显示,当前中国高校基层教师党支部党务工作人员配备不齐全,支部活动和教育成效不显著;教师党支部书记队伍文化素质高且相对稳定、理论基础扎实、具有良好培养和发展前景,但学术带头人担任教师党支部书记的比例偏低;教师党支部书记人才储备丰富,宜选择政治立场坚定、热爱党的建设工作、行为端正、热爱教育事业且教学科研业绩突出、学术行为端正、有良好的开拓精神和创新能力的优秀人才作为高校“双带头人”教师党支部书记培育工程的重点对象,建立高校“双带头人”教师党支部书记人才储备库。

It was an important part of party construction for construction of teachers'party branch in Chinese colleges and universities.It was an important segment to implementing the training project of"Double leader"secretaries for teachers'party branch to constructing marxism political party with high quality of good learner,good service,innovation in China.This paper analyzed characteristics of structure and component for the team of"Double leader"secretaries and discussed on matching source and standard for"Double leader"secretaries of teachers'party branch in Chinese colleges and universities based on method anonymous questionnaire and interview.Results showed that,party officials were too little for primary teachers'party branch,the currently results of branch education and activities were not significant in China.The branch secretaries which had high cultural quality,solid theoretic foundation and good prospects were relatively stable for primary teachers'party branch,and the main problem was the low percentage of the branch secretaries which were academic leaders in China.With rich in reserve of talents for the primary teachers'party branch,those best talents which had firm political stand,love the work of party construction and education,well-mannered,had outstanding in teaching and scientific research,had good innovation inspirit and ability should be chosen as the key persons to be trained as the"Double leader"secretaries of teachers'party branch in Chinese colleges and universities.It was necessary to establishing the talent pool of"Double leader"secretaries of teachers'party branch for party construction in China.
