Analysis and Suggestions on the Status Quo of Beijing Agricultural Administrative Examination and Approval Reform

农业行政许可事项繁多,所需材料复杂,涉及肥料、农药、兽药、水产、饲料、种子及植保等多领域、多方面。以北京市农业行政审批改革情况和成效为基础,分析了农业行政审批改革中存在的问题,提出完善审批机构、简化办事流程、提升群众办事效率的合理化建议,为北京市农业行政审批"放管服"改革提供参考。最后,对农业行政审批制度改革趋势及前景进行了展望。

There are many agricultural administrative licensing matters and the required materials are complex, covering many fields and aspects such as fertilizers, pesticides, veterinary drugs, aquatic products,feed, seeds and plant protection and so on. Based on the situation and effectiveness of Beijing agricultural administrative examination and approval reform, the problems existing in the agricultural administrative examination and approval reform were analyzed, and some suggestions were put forward from improving the examination and approval organization, simplifying the work process, and improving the efficiency of the people’s work, to provide reference for the reform of management and service of Beijing agricultural administrative examination and approval. Finally, the trends and prospects of the agricultural administrative approval system reform were forecasted.
