新时代背景下权力监督复合性结构探析

习近平新时代中国特色社会主义思想是党必须长期坚持的指导思想,也是新时代坚持和发展中国特色社会主义的实践要求。权力监督体系是新时代深化改革的重要领域,也是坚持以人民为中心的重要体现。我国权力监督体系呈现出一种复合结构的形态,既体现着整体性的特征,也包含着个体化的内容。但是,由于市场发展、参与路径、体制机制等方面的制约原因,这一结构形态在实际运行中存在着一定问题。为此,有必要在认清事实和原因的基础上,从巩固基础、多元建构、顶层设计三个维度寻求破解之道,将权力监督复合结构发展完善,为打造现代化的监督体系奠定基础。

Xi Jinping’s socialist ideology with Chinese characteristics in the new era is a guiding ideology that the party must adhere to for a long time.It is also a practical requirement for adhering to and developing socialism with Chinese characteristics in the new era.Power supervision system is an important field of deepening reform in the new era,and also an important embodiment of adhering to people-centered.China’s power supervision system presents a form of composite structure,which not only embodies the characteristics of integrity,but also contains the content of individuation.However,due to the restriction of market development,participation path,system and mechanism,there are some problems in the actual operation of this structure.Therefore,it is necessary to understand the facts and reasons,seek solutions from the three dimensions of consolidating the foundation,multiple construction and top-level design,develop and perfect the power supervision composite structure,and lay the foundation for building a modern supervision system.
