新时期粤港澳大湾区生态型高铁新城规划研究——惠州市罗浮新城起步区控制性详细规划及城市设计

Study on the Planning of Ecological High Speed Railway New Town in Dawan District of Guangdong, Hong Kong and Macao in the New Era——Regulatory Detailed Planning and Urban Design of the Starting Area of Luofu New Town, Huizhou

新时期高速铁路的发展不仅可以带动沿线的经济发展,也是区域中心城市与周边中小城市联动的重要纽带。随着我国铁路网的日益完善和高铁战略的不断推进,开始出现许多依托站点规划的新型发展片区,此类片区被称为高铁新区或高铁新城。惠州市博罗县罗浮新城是依托广汕高铁和国家级风景名胜区罗浮山打造的具有一定代表性的特色生态型高铁新城,也是粤港澳大湾区边缘城市对接核心发展圈层的重要空间载体。文章以惠州市博罗县罗浮新城起步区的控制性详细规划及城市设计为例,研究分析当前高铁新城发展过程中存在的典型规划矛盾,探讨其针对性解决策略和具体实施措施。

The development of high-speed railway in the new period can not only drive the economic development along the line, but also be an important link between regional central cities and surrounding small and medium-sized cities. With the increasing improvement of China’s railway network and the continuous advancement of the high-speed railway strategy, many new development zones relying on site planning have emerged, which are called high-speed railway new zones or high-speed railway new cities. Luofu New Town, Boluo County, Huizhou City, is a representative ecological high-speed railway new town built on the Guangzhou-Shantou high-speed railway and the national scenic spot Luofushan. It is also an important space carrier for the core development circle of the peripheral cities of Guangdong, Hong Kong and Macao Dawan District. Taking the control detailed planning and urban design of the starting area of Luofu New Town in Boluo County of Huizhou City as an example, this paper studies and analyses the typical planning contradictions existing in the development process of the current high-speed rail new town, and explores the targeted solutions and specific implementation measures.
