全球治理视域下中国国家外语能力建设的范式转型

Paradigm shifts for the national foreign language capacity construction of China in the perspective of global governance

近十年来,国家外语能力建设逐步成为中国外语研究的一个重要领域。随着我国参与和推动全球治理新格局的战略发展,新时代国家外语能力建设面临范式转型的任务。本文基于语言规划理论,厘清国家外语能力建设的概念与范式,阐述新中国成立以来国家外语能力建设的范式变迁,提出在全球治理新时代构建以资源范式为主的国家外语能力建设新范式,深化外语教学改革,以服务国家战略发展。

Recent ten years has witnessed research on the construction of national foreign language capacity emerging as an important field of foreign language research in China.With the strategic development of the country’s participation in and promotion of global governance,the construction of national foreign language capacity in the New Era is faced with the task of paradigm shifts.Informed by the theory of language planning,this paper conceptualizes the working definition and paradigms of the construction of national foreign language capacity,reviews the paradigm shifts of the construction of national foreign language capacity ever since the founding of PRC,and proposes a resource-based paradigm in the era of global governance,so as to deepen foreign language teaching reform for the strategic development of the country.
