养殖户落实生猪可追溯制度激励机制研究

Study on incentive mechanism for farmers to implement pig traceability system

【目的】为了解决生猪追溯体系在养殖环节的问题。【方法】采用理论模型和计量模型方法,探讨影响养殖户落实生猪追溯制度积极性的因素。【结果】养殖户对追溯体系的认知不高,积极实施意愿不够强,执行不够规范。年龄、养殖年限、养猪收入占家庭收入比重、生猪销售的便利和养殖劳务的增加、监管和惩处力度等因素影响实施意愿。【结论】政府要继续起主导推进作用:整合兽药和饲料等养殖的前端产业,净化投入品市场;加强基层监管队伍建设,落实养殖和购销过程监管制度,增强惩处力度;持续进行教育和宣传,提供技术培训和经济优惠;促成养殖户不能、不敢和不想违规违法的局面,并促其从被动参与,消极应付变为自愿、主动和积极作为。

【Objective】In order to solve problems of the pig traceability system(PTS)in breeding process.【Methods】the paper adopted the theoretical model and econometric model to explore the factors affecting the willingness of farmers to implement the PTS.【Resuits】Farmers’ recognition of the PTS is insufficient,their willingness to implement the PTS is not strong enough,and their implementation of the system is not standardized.Age,the time length of farming,the proportion of pigbreeding income among the family’s total income,convenience of pig sales,increase of breeding work,and increasing supervision and punishment affect farmers’ willingness to implement the PTS.Playing a leading role,the government should take the following measures:integrating the front-end industries such as veterinary drugs and feed,purifying the input market,strengthening the building of grassroots supervision teams,ensuring the implementation of supervision system for breeding and purchase/sale processes,and increasing penalties.【Conciusion】The government should also continue to provide education and publicity,encourage industrial development and offer technical training and economic preferential policies.Subsequently,the government can promote a good situation that the pig farmers can’t,dare not and don’t want to violate laws and regulations.Further more,the government leads the farmers to change their passive and negative participation into voluntary,proactive and positive actions.
