增量配电网多主体投资收益分配Shapley模型研究 被引量:13

摘要 为了引导以混合所有制开展增量配电业务,目前亟需构建合理公平的利益分配方案。基于贡献因素构建了增量配电网投资收益分配的Shapley模型。首先梳理了增量配电园区需要的各类投资主体,分析了多主体参与增量配电网的必要性和可行性;其次,提出了3种增量配电网项目的PPP模式;最后,根据博弈论中的Shapley模型,评价并计算了包含电力公司在内的多种投资主体的Shapley值。算例结果表明,多元化社会投资主体将在增量配电园区的混合所有制改革中获得高于本监管期内省级增量配电网准许收益增长率的投资报酬率。 In order to guide the incremental power distribution business with mixed ownership,it is urgent to establish a reasonable and fair scheme for benefit distribution.The paper establishes the Shapley model of incremental dis-tribution network investment income distribution based on contribution factors.Firstly,the various investment entities needed in incremental power distribution park area are sorted out,and the necessity and feasibility of multi-agent participating in the incremental distribution network is analyzed.Secondly,the PPP model of three incremental distribution network projects is proposed.Finally,according to the Shapley model in game theory,the Shapley values of various investment entities including power companies are evaluated and calculated.The results of the example show that the diversified social investment entities will obtain an investment return rate higher than the permitted growth rate of the provincial incremental distribution network during the supervision period in the mixed ownership reform of the incremental distribution park.
