协同理论视角下京津冀校园足球协同发展研究

Research on the Coordinated Development of Beijing-Tianjin-Hebei Campus Football from the Perspective of Synergy Theory

研究以协同创新理论为基础,以京津冀"一体化"发展为契机,以京津冀区域校园足球开展的现状为切入点,对京津冀校园足球区域协同发展进行探究。从理论和实践上研究京津冀区域校园足球协同发展的路径,构建京津冀校园足球协同运行框架,具有重要的现实意义和学术价值。研究表明:①京津冀校园足球协同发展应包括京津冀足协、京津冀体育局、京津冀区域教育局、各区县体委、学校主管体育领导、家长的参与和配合;②政策包括经费激励政策、程序制约政策、师资和场馆保障政策;③依据协同理论设计京津冀校园足球区域比赛和区域培训活动以及帮与带结对子互助活动,共同促进京津冀区域校园足球协同运行,实现国家足球的战略部署。

Based on the theory of collaborative innovation,taking the"integration"development of Beijing,Tianjin and Hebei as an opportunity,and taking the current situation of the development of campus football in Beijing,Tianjin and Hebei as an entry point,this study explores the regional collaborative development of campus football in Beijing,Tianjin and Hebei.It is of great practical significance and academic value to study the path of the coordinated development of campus football in Beijing Tianjin Hebei region in theory and practice,and to construct the framework of the coordinated operation of campus football in Beijing Tianjin Hebei region.The results show that:(1)the coordinated development of Beijing Tianjin Hebei campus football should include the participation and cooperation of Beijing Tianjin Hebei Football Association,Beijing Tianjin Hebei Sports Bureau,Beijing Tianjin Hebei regional education bureau,sports committees of all districts and counties,school leaders in charge of sports,and parents;(2)the policies include fund incentive policies,program restriction policies,teachers and venue security policies;(3)the design of Beijing Tianjin Hebei campus football regional games and The regional training activities and the activities of helping and leading the pairs to help each other jointly promote the coordinated operation of campus football in Beijing Tianjin Hebei region and realize the strategic deployment of national football.
