Stage Development and Institution Innovation of the Primary-Level Rural Party Organizations since the Reform and Opening-up

乡村问题是关系国计民生的根本性问题,乡村振兴是解决乡村问题的根本性途径,乡村振兴必须以组织振兴为前提。改革开放以来,党中央适应新形势,致力于基层党组织的持续发展和制度创新,从改革初期的破旧立新,到党的十四大之后的制度构建,到新世纪之初的不断完善,再到中国特色社会主义新时代的全面深化改革,在40多年的历程中,基层党组织在政治、思想、组织、制度、作风、纪律建设方面都取得了长足的发展,为当前实行乡村振兴战略奠定了坚实的基础,为实现农业强、农村美、农民富的乡村全面振兴目标积累了宝贵的经验。

The issue of rural areas is fundamental to our country’s stability and our people’s wellbeing. Rural vitalization, the fundamental approach to solve problems in rural areas, must take organizational vitalization as a prerequisite. Since the reform and opening-up, the Party Central Committee keeps adapting to new situations for the continuous development and institution innovations of the primary-level Party organizations. From destructing the old and establishing the new in the early stage of reform, to institution building after the 14 th Party Congress, to continuous improvement at the beginning of the new century, till deepening reform in all areas in the new era of socialism with Chinese characteristics, primary-level Party organizations made remarkable progress in the course of 40 plus years in political, theory, organization, institution, conduct, and discipline buildings. This laid a solid foundation for the current implementation of the rural vitalization strategy and accumulated precious experience to realize the comprehensive rural vitalization goal of strong agriculture, beautiful rural areas, and rich farmers.
