十八大以来全面从严治党的基本理论特征

全面从严治党是中国共产党管党治党的基本经验,同时也是马克思主义建党学说的重要原则。党的十八大后全面从严治党由一种管党治党思想上升为管党治党理论体系,成为新时代治国理政“四个全面”战略布局的重要组成部分。全面从严治党的基本理论特征主要是坚持辩证的方法论,坚持为民的价值观,坚持务实的实践观。坚持辩证的方法论即坚持长期性与现实性相统一的矛盾观,坚持全面性与重点性相结合的联系观,坚持继承性与创新性相统一的发展观。坚持为民的价值观即以保持党同人民群众的血肉联系为重要工作,以维护人民群众的根本利益为衡量标准,以满足人民群众的基本需求为关切问题。坚持务实的实践观即坚持思想建党与制度治党的紧密结合,坚持“惩”与“防”的有机结合,坚持“破”与“立”的辩证统一。

Comprehensively governing the party with strict discipline is not only the basic experience of the CPC in governing the party,but also an important principle of the Marxist theory of party building.Since the 18th national congress of the communist party of China(CPC),the concept of comprehensively governing the party with strict discipline has been upgraded from one of governing the party to a theoretical system of governing the party,and has become an important part of the"Four Comprehensive Approaches"to governance in the new era.The basic theoretical characteristics of comprehensively governing the party with strict discipline are mainly adherence to the dialectical methodology,to the values of serving the people,and to the pragmatic view of practice.To adhere to the dialectical methodology is to adhere to the long-term and reality of the unity of the concept of contradiction,adhere to the comprehensive and focus of the combination of the concept of connection,adhere to the inheritance and innovation of the unity of the concept of development.To uphold the value of serving the people is to maintain the flesh-and-blood relationship between the party and the people as an important task,to safeguard the fundamental interests of the people as a yardstick,and to meet the basic needs of the people as a matter of concern.Sticking to the pragmatic practice view means sticking to the close combination of ideological party building and institutional party governance,sticking to the organic combination of"punishment"and"prevention",and sticking to the dialectical unity of"breaking"and"standing".
