Study on the Dynamic Mechanism of Normative Allocation of Users’ Rights and Obligations in Public Libraries

公共图书馆用户权利义务规范配置的动力源包括用户、文献信息、社会环境三大要素。图书馆用户权利规范配置的推力包括技术进步与创新、自由、平等与伦理以及法律政策,图书馆用户义务规范配置的拉力包括信息资源整合、法律制度和服务创新,两者共同为公共图书馆用户权利义务规范性科学配置提供动力。文章构建了图书馆用户权利义务规范配置的动力机制框架,为完善公共图书馆读者权利义务规范性体系提供参考。

The power source of normative allocation of users’rights and obligations in public libraries includes three elements:users,document information and social environment.The thrust of normative allocation of library users’rights includes technological progress and innovation,freedom,equality and ethics,and legal policy,while the tension of normative allocation of library users’obligation includes information resource integration,legal system and service innovation,and they jointly provide impetus for normative and scientific allocation of the rights and obligations of public library users.The paper constructs the dynamic mechanism analysis framework of the normative allocation of library users’rights and obligations,so as to provide references for further improvement of the normative system of library readers’rights and obligations.
