Research on Xi Jinping’s Thoughts on the Evolution of Urban-Rural Relationship

城乡二元结构是发展中国家不可逾越的发展阶段。我国的特殊性表现在城乡二元结构制度化,即用法律制度维护城乡二元结构,称之为城乡二元体制。城乡二元体制是政府构建的,要改变城乡二元结构,必须发挥政府的主导作用。统筹城乡发展就是在这种背景下提出来的。但是,仅仅依靠政府的作用,或者说仅仅依靠统筹城乡发展,还不可能实现城乡发展一体化,必须通过全面深化改革,完善社会主义市场经济体制,健全城乡融合发展的体制机制,始能实现城乡要素的双向流动、平等交换、均衡配置,不断缩小城乡差别。能否建立健全城乡融合发展的体制机制和政策体系,处理好工农关系和城乡关系,直接关系到我国社会主义现代化建设的成败。

The dual urban-rural structure is an unavoidable stage of development in developing countries.In China,the particularity lies in that the dual urban-rural structure is institutionalized,namely it is safeguarded by the law,and can be called urban-rural dualism.This urban-rural dualism was constructed by the government,and the government should also play the guiding role if it wants to change the dual urban-rural structure.In this background,the concept of balancing urban and rural development has been raised.But,if only depending on the function of the government,or only depending on balancing urban and rural development,it is impossible to realize the integration of urban and rural development.We should deepen the reform in an all-round way,improve the socialist market economy system,and complete the mechanism for urban and rural integration development,and then it is possible to realize the bidirectional flow of urban and rural elements,the equal exchange,the balanced configuration,and the gap between urban and rural may be decreased continuously.Whether we can set up and complete the mechanism and policy system for urban and rural integration development,and whether we can deal well with the relationship between workers and farmers and the relationship between city and village,these problems will directly be concerned with the success or failure of socialist modernization.
