智慧城市背景下城市精细化管理分析——以合、杭、沪为例

Analysis on Refined Urban Management under the Background of Smart City: Taking Hefei, Hangzhou and Shanghai Cities as Examples

以合肥、杭州、上海为研究区域,采用问卷调查和实地调研相结合的研究方法,结合调查结果,分析智慧城市背景下城市的精细化管理现状。结果显示:交通、医疗、教育是较贴近民生的内容,只有夯实"智慧+交通""智慧+医疗""智慧+教育"的城市基础,才能提升居民生活质量;网络和食品安全是需要改善的方面,应从战略、制度、管理和技术等方面采取措施积极应对。研究结果表明:在智慧城市背景下,城市精细化管理还存在有关部门认识不到位、相关人才匮乏、基础数据共享难等问题。

Taking Hefei, Hangzhou and Shanghai cities as the research area, and field survey, using the research methods of questionaire survey combined with the results of survey, the paper analyzed the status of city refined management under the background of smart city. The results show that transportation, medical treatment and education are the contents closest to the people’s livelihood. Only by strengthening the urban foundation of "wisdom + transportation, medical treatment and education", the quality of life of residents can be improved;network and food safety are the aspects that need to be improved most, and measures should be taken from the aspects of strategy, management and technology in order to actively respond. The results also indicate that: under the background of smart city, there are still some problems in refined urban management, such as the insufficiency of department leaders’ recognition, the lack of relevant talents, and the difficulty of basic data sharing.
