基层卫生机构信息化运维现状分析

Analysis of the Current Situation of Operation and Maintenance of Informatization in Primary Health Institutions

目的深入了解近阶段上海市静安区区域内基层卫生机构信息化运维现状,从中分析存在的问题与建议。方法采用自行设计的"卫生信息系统运维平台",按照分年度、各医疗机构运维服务项目的处理情况、医疗机构申请运维服务问题与需求的系统分布、运维系统中的问题分布、厂商响应的完成情况进行统计比较分析。结果运维服务体系和服务方式、医疗机构卫生信息化运维管理水平、软件厂商的管理模式、卫生信息化系统的集约化管理等是影响区域卫生信息化运维管理发展的主要因素。结论通过标准化运维服务体系、规范配套措施、创新服务方式、建立完善的培训考核机制、优化配置资源等多种方式,有利于新形势下现代化卫生信息系统运维管理的可持续性发展。

Objective To well understand current situation of health informatization operation and maintenance in community health service centers in Shanghai recently and analyze problems and to provide suggestions.Methods Using the self-designed"Health Information System Operations and Maintenance Platform",this paper makes statistical and comparative analysis on the operation and maintenance service items of medical institutions,the systematic distribution of problems and demands of medical institutions applying for operation and maintenance services,the distribution of problems in operation and maintenance systems,and the completion of vendor responses.Results Operation and maintenance service system and service mode,health information operation and maintenance management level of medical institutions,management mode of software vendors,and intensive management of health information systems are the main factors affecting the development of regional health information operation and maintenance management.Conclusion Through standardized operation and maintenance service system,standardized supporting measures,innovative service mode,establishment of a comprehensive training and assessment mechanism,and optimized allocation of resources and etc.,it is conducive to the sustainable development of modern health information system operation and maintenance management under the new situation.
