地方政府人才政策比较与优化——以成都市和重庆市为例 被引量:8

摘要 区域间人才竞争已成为当前地方城市政府的政策焦点,人才引进离不开地方人才政策的支持。以成渝两市人才政策为样本,从政策环境、政策内容两个维度对成都、重庆近十年的人才政策进行系统梳理和对比分析,从政府内部人才工作优化和外部政策环境改善两方面发现成都市在人才政策制定及人才引进整体成效上优于重庆市,且引才理念开明,故可从明确人才培养标准、加强人才引进力度、改善人才发展环境等方面强化人才工作效果。 At present,regional talent competition has become the policy focus of local and urban governments,and talent introduction cannot be separated from the support of local talent policies. This study takes talent policy as the sample. The talent policies were systematically analyzed and compared from the perspectives of policy environment and policy content. Finally,some suggestions are put forward for Chongqing and other areas from the aspects of internal government talent introduction and external policy environment improvement. The study found that Chengdu is superior to Chongqing in the overall effect of talent policy making and talent introduction,and the idea of talent introduction is enlightened. Therefore,Chongqing can strengthen the effect of talent work from the aspects of clarifying talent training standard,strengthening talent introduction and improving talent development environment.
