转型发展背景下的开发区土地集约利用评价指标体系优化

Optimal Evaluation Index System for the Land Intensive Use in Development Zones in the Era of Transformation and Development

开发区转型升级强调创新驱动和高质量发展,这对开发区土地集约利用提出了更高的要求。针对《开发区土地集约利用评价规程(2014年度试行)》采用的指标体系存在分类评价精准性不足、部分指标选择不够合理、对开发区发展的综合性与动态性关注不足等问题,基于分类型、分层次的评价原则,在该规程指标体系的基础上构建新的指标体系。新指标体系由3个目标、8个子目标和23个指标组成,具有更好的动态性、综合性和精准性特征,更加符合转型发展背景下开发区创新驱动、高质量发展的内涵,可为转型发展背景下开发区土地集约利用水平的提升和评价工作的完善提供依据。

The transformation and upgrading of development zones emphasize innovation-driven and high-quality development, which demands better and intensive land use in development zones. To overcome the problems of inaccurate classification and evaluation, unreasonable selection of indicators and insufficient inclusion of comprehensive and dynamic attentions to the development of development zones caused by the Regulations on Evaluating Intensive Land-use for Development Zones(trial implementation in 2014), in this work, a new index system is constructed on the basis of the previous index system in the Regulations and the principle of classification and hierarchical evaluation. The new system consists of three objectives, eight sub-goals, and twenty-three indicators, which are better in dynamics, and comprehensive and more accurate. The new indicators system conincides with the connotation of innovation-driven and high-quality development of development zones in the context of transformation and development better, which can provide the basis for improving the level of intensive land use and improving the evaluation work in development zones in the era of transformation and development.
