大型体育场馆服务外包研究

Reflection on Service Outsourcing of Large Sports Stadiums and Gyms

对大型体育场馆服务外包的动力机制、现存问题和治理对策进行了研究。研究发现:大型体育场馆服务外包的外部动力是行业的精细化分工、场馆的专业化治理、联赛的规模化效益,内部动力源于承包方和发包方降低成本、提高核心竞争力、达到资源最优化配置、实现战略合作的诉求。目前存在的问题有:合作方价值目标差异和评价机制矛盾,合同不完善和合约不完全,治理机构与管理机构相互矛盾。提出以下治理对策:实现大型体育场馆服务外包组合方式与治理方式的匹配,构建大型体育场馆承包方与发包方互助互惠的合作关系。

The paper studies the dynamic mechanism,existing problems and countermeasures of service outsourcing of large stadiums and gymnasiums.It is found that the external motive force of service outsourcing of large stadiums and gymnasiums is the fine division of labor,the specialized management of stadiums and gymnasiums,the large-scale benefit of league,and the internal motive force comes from the contractors'conduct to reduce the cost,improve the core competitiveness,achieve the optimal allocation of resources and realize the demand of strategic cooperation.At present,the existing problems include the difference of partners'value objectives and the contradiction of evaluation mechanism,the imperfect and incomplete contract,and the contradiction between the governance organization and the management organization.The paper proposes countermeasures to match the combination of outsourceing and governance and to construct the cooperative relationship between contractors of sports stadiums and gyms.
