摘要
日本第25届参议院选举,是在安倍政权长期执政与在野党势力孱弱的背景下举行的。在竞选过程中,在野五党采取了在全部1人区中统一拥殳候选人的“联合”策略,且与执政两党之间围绕养老金、消费税增税、修宪等议题展开激烈论争。选举结果是,执政联盟占据了参议院过半数议席,选举获胜原因在于广大选民寻求“政治稳定”的投票心理,在野党势力基础薄弱且政策主张缺乏现实性。安倍政权通过此次选举巩固了执政基础,将保持内政与外交政策的连续性,但其人事调整及修宪路线值得密切关注。
Japan's 25th senate election was held under a background when the Abe administration has maintained political dominance while the opposition parties have been still weak.During the election,the five opposition parties adopted a unified-strategy in jointly nominating the candidates in the single-member constituencies.They also launched intense debates with the two ruling parties over such issues as pension,the rise of consumption tax and constitutional amendment.However,the election result turns out to be the victory of Abe's ruling coalition,which won the upper house majority.The reasons for Abe winning the election mainly are that the voters expect a stable political situation in Japan,and the opposition parties are weak in the capability of providing the vision of practical policies during the campaign.After this election the Abe administration has further consolidated its ruling position,which contribute to the continuity in Japan's domestic and foreign policies,however,the personnel adjustment of the Abe administration and its policy of constitutional amendment deserve further close attention.
