社会互害是中国社会由传统向现代转型时期的一种社会现象。信任是互利型社会合作目标实现的基础,在计划经济体制向市场经济体制转型过程中利己目的的膨胀打破了合作基础,激发社会互害。此外纠纷未得到有效解决以及社会存在感弱、长期情感积压也是导致社会互害产生的原因。为了防止社会互害扩散,应当从其根源入手,通过建立有效的权利保障机制及社会制裁机制、完善纠纷解决机制、完善社会福利保障机制和沟通机制、重大事项信息公开透明化等方式对其加以治理。

Social mutual harm is a social phenomenon in the transition period of Chinese society from tradition to modernity.Trust is the basis for the realization of the goal of mutually beneficial social cooperation.The expansion of self-interest in the transition from planned economy to market economy breaks the basis of cooperation and stimulates social mutual harm.In addition,the disputes have not been effectively resolved,and the weak sense of social existence and long-term emotional backlogs are also the causes of social mutual harm.In order to prevent the spread of social mutual harm,we should start with its root cause,and deal with it by establishing effective rights protection mechanism and social sanction mechanism,improving dispute settlement mechanism,improving social welfare security mechanism and communication mechanism,and making important matters information open and transparent.
