基于靶向涓滴主体的人口较少民族贫困群体脱贫新路径研究——以平塘卡蒲毛南族乡为例

人口较少民族贫困群体的脱贫问题是当前脱贫攻坚的重要议题,贫困群体的精准再识别、贫困诱因分析、教科智扶贫、产业升级、地方企业实力壮大、完善社会救助体系、脱贫绩效监测等成为焦点,政府职能部门、地方企业、地方高校作为靶向涓滴主体应形成三维聚合涓滴管道组合攻坚,卡蒲毛南族乡的脱贫攻坚中存在的困难和问题则提供了较为典型的佐证。国内类似地区可以通过政府用好老专项、设立新专项,地方中小企业二纵二横联动,地方高校多元并举等涓滴新路径保障精准扶贫的实效。
