皖南国际文化旅游示范区旅游扶贫效率及空间差异研究

A Study on the Efficiency and Spatial Differentiation of Poverty Alleviation by Tourism in Southern Anhui International Cultural Tourism Demonstration Zone

运用数据包络分析法对皖南国际文化旅游示范区2013-2017年的旅游扶贫效率进行测度,结合Malmquist指数将各县区划分为潜力型、发展型、黄金型和衰退型四种类型;在此基础上运用Arc-GIS软件,分别从产出效益和投入产出角度研究示范区旅游扶贫效率的空间差异性。结果显示,皖南国际文化旅游示范区旅游扶贫综合效率整体偏低,效率水平绝对差距较大;且示范区旅游扶贫综合效率总体呈下降趋势,并主要受纯技术效率的影响。从空间分布来看,示范区旅游扶贫综合效率东部和西部地区略高,中部地区偏低。针对不同类型的县区,提出适宜的旅游扶贫发展策略。

Data envelopment analysis was used to measure the efficiency of poverty alleviation in Southern Anhui International Cultural Tourism Demonstration Zone from 2013 to 2017.Malmquist index was used firstly to divide the counties into four types:potential type,development type,golden type and recession type.On this basis,Arc-GIS software was then used to study the spatial differentiation of poverty alleviation efficiency in the demonstration zone from the perspective of output efficiency and input-output.The results show that the overall efficiency of poverty alleviation by tourism in the Southern Anhui International Cultural Tourism Demonstration Zone is relatively low,and the absolute inefficiency level is quite different.Moreover,the overall efficiency of poverty alleviation by tourism in the demonstration area shows a downward trend,and is mainly affected by the pure technical efficiency.From the perspective of spatial distribution,the comprehensive efficiency of poverty alleviation by tourism in the demonstration area is slightly higher in the eastern and western regions,but lower in the central region.This paper puts forward appropriate development strategies for poverty alleviation through tourism to different types of counties and districts.
