国家治理视角下基层党组织与基层协商民主关系研究

A Study on the Relationship Between Grass-roots Party Organizations and Grass-roots Consultative Democracy from the Perspective of National Governance

党的十九届四中全会再次强调要“坚持和完善中国特色社会主义制度,推进国家治理体系和治理能力现代化”。协商民主作为国家治理的重要手段,在完善社会主义民主政治,实现国家治理体系治理能力现代化中的作用日渐重要。新中国成立以来,我国基层协商民主在基层党组织的领导下不断发展,但发展过程中在二者关系的处理上也暴露出诸多问题。因此,在实践中要吸引参与,提高基层民众参与水平;要完善机制,发挥协商民主制度优势;要加强监督,保障协商民主顺利推动;要注重实践,促进协商民主落实落细等,不断完善社会主义民主政治,推进国家治理体系治理能力现代化。

fThe Fourth Plenary Session of the 19th CPC Central Committee once again stressed the need to"adhere to and improve the socialist system with Chinese characteristics,promote the modernization of national governance system and governance capacity".As an important means of national governance,deliberative democracy plays an increasingly important role in promoting the development of socialist democracy and modernizing the governance capacity of the national governance system.Since the founding of the people's Republic of China,the grass-roots consultative democracy has been developing under the leadership of the party organizations,but there are also many problems in the process of development,such as the grass roots consultative democracy crossing the boundary of the leadership of the grass roots party organizations,the low quality of decision-making suggestions for the grass roots party organizations.Therefore,in practice,it is necessary to attract participation and improve the level of grassroots people's participation,to improve the mechanism and give full play to the advantages of consultative democracy,to strengthen supervision and ensure the smooth promotion of consultative democracy,to pay attention to practice and promote the implementation of consultative democracy,etc,so as to continuously improve socialist democracy and promote the modernization of the governance capacity of the national governance system.
