医保支付方式改革下公立医院财务精细化管理路径分析

随着医保人群的广覆盖和多元化支付方式的推行,对公立医院财务管理工作提出新要求,财务精细化管理是适应时代发展的必然选择。针对医保支付方式改革下公立医院财务管理出现的问题,如医保垫付资金不断增加、现有财务管理模式不能适应改革要求、财务预算管理执行力度不高、财务人才能力欠缺等问题,从深化精细化管理理念、创新财务管理方法、推进《新医院财务制度》落地、提高医院信息化水平、建立主动控费机制、加大财务人才培养力度等方面提出政策建议,为公立医院财务精细化管理发展提供参考。

With the wide coverage of medical insurance populations and the implementation of diversified payment methods,new requirements are put forward for the financial management of public hospitals,and financial refinement management is adapted which is the inevitable choice of the development of the times.This paper analyzes the problems in the financial management of public hospitals under the reform of medical insurance payment methods,such as the increasing funds for medical insurance advancement,the inability of existing financial management models to adapt to reform requirements,the implementation of financial budget management is not high,and the lack of financial talents.Based on the problems,suggestions such as deepening the refined management concept,innovating financial management methods,advancing the"new hospital financial system",improving the hospital informatization level,establishing an active fee control mechanism,and strengthening financial personnel training,etc.,are proposed for reference for refined management development.
