Establishment of hospital procurement management evaluation system based on DOCTOR model

目的:基于"DOCTOR"模型构建公立医院采购管理评价体系,以客观评价公立医院采购管理品质,强化医院采购成本控制。方法:应用德尔菲法明确采购管理评价体系的指标,运用层次分析法确定各指标所占权重,最终建立公立医院采购管理评价体系。结果:公立医院采购管理评价体系共包含6项一级指标、24项二级指标。结论:公立医院采购管理评价指标体系有助于医院管理者全面了解医院采购工作情况,帮助医院改进、提升采购管理工作,为医院长期健康发展提供必要保障。

Objectives: Based on DOCTOR Model and expert opinions, this paper developed a procurement management evaluation system to evaluate the effectiveness of public hospital procurement management, improve the procurement efficiency, and strengthen the cost control of public hospital. Methods: This paper applied Delphi method to extract measurement items, used analytic hierarchy method to calculate the weight of each items, and eventually build the whole evaluation system. Results: The evaluation system has 6 first-order indexes and 24 second-order indexes. Conclusions: The evaluation system helps to hospital to get a full understanding of the procurement situation, which may contribute the development and improvement of the public hospital procurement management.
